The Officer Administering the Government

said that before considering any modifications of the scheme

he desired to take the vote of the Committee upon the modified

scheme which had been put forward by Kajor Hart-Synnot as

requiring the minimum of training which Military opinion could

accept. His Excellency Expixkuma emphasized the fact that all

efforts to make volunteering more popular had failed and that

in the words of Mr. Shewan the voluntary system had been tried

and found wanting. Some form of compulsion was, therefore, necessary. In the scheme before them he had endeavoured to meet

objections of employers of labour by eliminating continuous

training lasting over several days and by confining the train- -ing to Sundays and holidays. His Excellency then put the

modified scheme, which was moved by Mr. R. Shewan and seconded

by Mr. B. Osborne, to the meeting. There voted:-

The Officer Administering the Government declared that the

fotes were equal; but that it could not be denied that those who

were unable to support the scheme represented the larger

interests from the point of view of the employment of labour.

The Government could not, His Excellency

added, press a scheme like this unless it commanded practical-

-ly the unanimous approval of the Mercantile Community, Hə did

not wish to record his vote against the scheme as he was in

favour
